Its history page states that beginning in the early 1990s, trap-neuter-return protocols "pioneered in this country by Alley Cat Allies changed the fundamental paradigm for managing free-roaming stray and feral cats." Before its work, TNR was essentially unknown in the United States; today, municipalities and animal organizations across the country have officially embraced TNR as the benchmark for effective, lifesaving community cat care.
