Opportunity Finance Network (OFN) is the leading national network of community development financial institutions (CDFIs) — specialized lenders that bring capital to low-income, low-wealth communities across the United States. As a network of roughly 450 community development loan funds, banks, credit unions, and venture capital funds, and as a financial intermediary in its own right, OFN works to ensure that communities underserved by mainstream finance have access to affordable, responsible financial products and services.
Mission
OFN increases capital flow to CDFIs, strengthens the CDFI industry, and amplifies its voice. It serves as a trusted intermediary between CDFIs and public and private sector partners — foundations, corporations, banks, and government agencies — helping align capital with opportunity in underinvested rural, urban, and Native communities. Its team has been helping partners invest in CDFIs for more than 30 years.
What they do
- Money: OFN manages 1 billion dollars to help CDFIs lend and invest in markets underserved by mainstream banks
- Strength: data and research, trainings, and convenings — including an annual national conference — that strengthen and scale the CDFI industry
- Voice: public policy advocacy and communications that raise awareness of CDFIs with policymakers and investors
- Targeted initiatives such as the Finance Justice Fund, which accelerates the work of member CDFIs serving communities with disproportionately high rates of poverty and disinvestment, the Grow with Google Small Business Fund, and the Clean Communities Investment Accelerator under the federal Greenhouse Gas Reduction Fund, which harnesses community lenders to advance a clean energy transition
Scale and impact
Through 2022, OFN's network originated 111 billion dollars in financing in rural, urban, and Native communities across all 50 states, the District of Columbia, and Puerto Rico. According to OFN, CDFI clients are 66 percent people of color, 85 percent low-income, 27 percent rural, and 48 percent women. CDFI financing supports small businesses, affordable housing, community facilities, and priorities including racial equity, persistent poverty, climate resilience, and Native finance.
