About

The National Asian Pacific Center on Aging (NAPCA) is a Seattle-based national nonprofit that serves Asian American, Native Hawaiian, and Pacific Islander older adults. Its mission is empowering older adults through advocacy and access to resources essential to their well-being and independence, regardless of language or culture, and its vision is a world without language or cultural barriers, where all older adults have full access to services, resources, and opportunities.

Mission

NAPCA works to ensure that older adults can access services, resources, and opportunities regardless of the language they speak or the culture they come from, combining direct services with national advocacy on behalf of AANHPI seniors.

What they do

  • Multilingual Helpline serving Vietnamese, Korean, Mandarin, and Cantonese speakers, connecting older adults with services and benefits information.
  • Senior Community Service Employment Program (SCSEP), a federal job training and community service employment program for low-income older workers.
  • EPA Senior Environmental Employment (SEE) Program, placing older workers in roles supporting the Environmental Protection Agency.
  • Digital Skills Training, launched in 2022, to help older adults get online.
  • Medicare Open Enrollment outreach, health screenings, and chronic illness prevention initiatives.
  • The CARE Registry for AAPI medical research, launched in 2019 with UCSF, to increase Asian American and Pacific Islander participation in aging and dementia research.

History

NAPCA was established on November 1, 1979, evolving out of a research initiative begun in 1976, the Pacific/Asian Elderly Resource Center Development Project, which operated in Chicago, New York, Honolulu, and San Francisco to connect Asian American seniors with available services.

Financials

Per Form 990 data on ProPublica Nonprofit Explorer for the fiscal year ending June 2025, NAPCA reported revenue of $21.7 million, expenses of $21.2 million, and net assets of $1.77 million, with contributions accounting for 99.9 percent of revenue. The U.S. Department of Labor provides the majority of NAPCA's funding, supplemented by grants from NCOA, USAging, Archstone, and corporate sponsors. NAPCA has been tax-exempt as a 501(c)(3) since December 1982 (EIN 52-1266741) and files annual federal audits as a recipient of substantial federal grant funding.

Governance

Clayton S. Fong serves as President and CEO. Board members serve without compensation, according to the organization's most recent Form 990 filing.
